I dont know enough about this to say how bad it is I know we have some users from Japan so maybe they can offer some input

Why am I not surprised?

The good thing is that this party is a complete nothing burger in the Japanese political system, they have about as much sway in making laws as my grandma and she's fucking dead.

As for how Russia sees it, if it's anything like the previous attempts to put it into action it will go nowhere, it was shot down by America, Japan and Austria pretty quickly.

I wouldn't worry about this, the lolis are safe.

You have no idea of what you are talking about. Despite the complaints from USA, Japan, Austria and the thousands of emails we sent them to not fucking change it, they completely ignored it and changed it anyway, now it's in full effect.
The good thing is that part is optional, so they can't really force anybody, only suggest they change it. That doesn't mean it's nothing to worry about, as it can be used by your shitty local politicians to argue in favor of throwing people in jail over drawings. Actually that already happened in Japan with the Japanese communist party.

Older article to follow up, but apparently there was a meeting in New York over this on the eleventh (may have been cancelled, I am not seeing a followup post on the EFF about this). but I can't imagine there is a lot of headway on many of the proposed amendments that Balarus and Russia brought to the table given recent events. These types of multi-lateral agreements take years to come to fruition, and there was already a lot of questions popping up on how wide the scope of the bill should be (we can't decide on what even constitutes a 'cybercrime,' many things proposed are already illegal without the aid of computers or technology).

To add to this, Austria and Japan's objections (seeing no need to expand the scope of child pornography law) and the US's objections are fundamentally different. On the federal level 'virtual child pornography,' which is what lolicon would fall under the definition of, is protected insofar as it isn't considered 'obscene.' See both the Ferber and Ashcroft decisions on this, as well as the three-prong Miller test required to meet the definition of obscenity. That is to say, the US cannot actually expand the scope of its child pornography law on the federal level without violating the first amendment and putting any proposed law into jeopardy. That is why the US objected. It wasn't a 'we don't want to do this (the DoJ absolutely would)' it's a 'we functionally cannot do this.' We're likely to see something similar here with the mandatory language being struck, as there is actually no way the US can stick to that agreement as it is written.

That assumes this even gets pushed through, the Russo-Ukrainian war might actually popularize the idea of encryption in the general populace and national security representatives. We're already seeing Telegram being given positive press and even Twitter rolled out a shitty onion site.

I still don't think this is really going to amount to much in the end, laws like this take forever to get pushed through and that's assuming everything in the bill is agreed upon, bearing in mind the LDP in Japan tried to make a law to include stricter laws that involved possession of lolicon in 2011, they moved forward with the proposal in 2013 and a decision on it still hasn't been reached to this day.

Granted the way each country makes laws is significantly different but considering the current state of affairs I wouldn't worry too much, at least not in the near future.

I also want everyone to know that something like Level 100 of the petition to amend the Child Pornography Law that was talked about the other day is currently being deliberated by a special committee of the United Nations, and it is a very dangerous situation.

There is a proposal (in Australia) to make it a mandatory criminal offense to produce, distribute, and possess creative works that depict not only sexually explicit material but also torture, abuse, and other cruelty to minors (under 18).
There is also a proposal to criminalize the production, distribution, and possession of creative works that depict not only sexual descriptions but also torture and abuse of minors (i.e., under 18 years old).
(In Canada, there was an incident like this. 

Russia is taking the lead, but countries with strong censorship and restrictions on their citizens are increasingly getting on board, and despite this global situation, the debate is moving toward the Russian side.
Even if they defend it to the death in Japan, it is inevitable that they will be shut out from the international platform if they are outed overseas.

The Convention will be in session until 2024, with the next meeting in August of this year.
