Even giving the benefit of the doubt, the awkward phrasing and strange prose already feel fake; it could be more to-the-point (action that was wrong, reason (optional), apology, declaration of amends (if applicable; immediate action resolution with certainty, conditional; only if it can be helped reasonably)) but it isn't, but then the not-that-subtle message hidden in it really explains the odd choice of words and their structure.
Also the joke was out-of-nowhere, wasn't it? Wasn't like they were good friends from the beginning. Maybe the "gay" jab might've hurt his feelings, but boy that's one hell of a response to that by faking a dox lmfao
Still giving the benefit of the doubt, maybe he was indeed offended, but because it's looked down on to actually get offended over those jokes, or even say it's not alright, in fear of being bullied for being oversensitive, rather than setting a boundary, he just made his own "joke" to strike back because that was his only form of control in a way.

If we wanted to be nice, that's my third-party interpretation, but honestly the dude's probably a faggot if he's willing to do THAT of all things, regardless of circumstances.
Pick however strong of a dose of generosity you wish to take for him.
