VISA is not going to be putting regulations on fictional content, since no laws exist, are being broken due to the fact real people are not being harmed. So Loli is acceptable, and Hentai is as well due to it being fictional content.

However they plan to make inquiries when necessary and discuss these matters as more regulations are pushed into Japan to see what can be done, because they desire to protect their creative freedom. Which my guess is they will be resolving the Hentai/Lolli issue including the Keywords and Platform hosting as a whole to help better smooth things over with Credit Card companies to make it easier for both sides to come to an agreement and to get things back on track again.

Seems like the Bank is finding out that it was a "local decision" aka Card Company middle man canceled it in the name of "CP" but the higher ups looked into it after Yamada went to talk with the Bank in their HQ and are mad along with everyone else realizing this was someone who lied and did the dirty work below everyone else's noses.

I agree. I think what might be going on is the leadership of the HQ is very tonedeaf and perhaps has old people who have no idea about anything. So they might have made the bad assumption that Loli = CP, but when explained they realize it's not CP it's just a short fictional character. But then again this all depends on if they reverse everything and the stores and things are back to normal honestly. I have to hold out hope here because it's been an awful decade as a whole with this kind of deplatforming due to the dumbest people at the top.

I think this is why they are visiting the HQ of these places because it's important to open dialogue with them and to see what is going on. What the options are etc. If VISA and Mastercard do not reverse then it is time for alternative actions.

As far as I know credit card companies found out the middle man who was reporting these sites was doing so falsely and they are investigating the matter. It's probably a procedural process that may take a few months.

If that was indeed the case then hopefully it gets resolved soon. This could also be a false answer from these credit card companies given in order to hide from their poor choices. Only time will tell.
