Personal opinion and i know i am in the minority, but i like RE3:R and I also liked RE2:R i can explain why and RE4:R is terrible. This is coming from someone who played RE4, RE5 and Outbreak.

RE2:R. I think this was the best one in terms of getting everyone including myself to understand why Resident Evil 2 is held to such a high regard, and why the fans dislike the action based series it would turn out to be as it went to RE5. The puzzle solving and scavenge hunting is actually really interesting and the game design is well done. It also is very scary due to how excellent the RE:Engine is for PC and how it really brings out the scary atmosphere of the game. I would say the combat is really well done and it feels action based, while keeping that creepy atmosphere of the game itself. A lot of respect to Capcom for the game.

RE3:R is great because it feels more action and drama based than it being mandatory puzzle solving, and even if the puzzles are there it is very simple and you get through it quickly, it has that movie feel to it in a positive way. it's 6 hours long but it feels like a good length, although i do wish they did add DLC for extra segments like in RE2:R. I can understand the opinions Nemesis was a set piece and not really a thing like Mr.X was in RE2, but i think it works for the game they were trying to make. Also if you like the action based Resident Evil's this is up your alley.

RE4:R. It feels like a giant step down for me at the halfway point when you get to the castle. This is because the corridors become unnecessarily long, the enemies are bullet sponges throughout even when i tried checking it on EASY mode, Leon feels slow and weighed down compared to RE4, and nowhere near as good as RE2:R, it just felt too lengthy for me to continue. I think this was heavily disappointing not just because of Ashley or Ada, but because of the game design itself failing on a massive level. Production values are high though but it can not save the game on gameplay.

Overall Resident Evil 5 is my favorite with RE3R being second and RE2:R being 3rd. RE4 original is solid though compared to the remake, it's a shooting gallery, it's a simple game to get through in a good amount of time, the mod that enhances the game on PC does a great job overall and feels like what RE4:R should have learned. Hopefully modders can fix RE4R and balance it to be much better and try to get it to normal levels if at all possible.
