Depends on what kinda art, really. I wouldn't call the Japanese animators the "wealthy people". Even most artist in general aren't rich, and only a select few many any real money out of it. In my country, the only way to make money out of art is by being government subsidized, and then they make this type of garbage art.
As Jack the Ripper said: "let's go part by part" (joking):
- "Art is always controlled by wealthy people" is a reference to this meme but changing the "suspiciously wealthy furry" with "otaku working in a (Swiss) bank". A reference for the owners of art pieces, not artists. And I agree with your statement: Artists never will receive such quantities of money because they must be famous in life or being dead.

About modern art (I'm writing about the style shown in expositions like ARCO), I think that the majority of it are either garbage, for money laundering purposes or they are bought because some naive people buy them for looks ("I bought this shit because I am entitled to know about art" or something).
Also, there's modern art pieces more appealing than others. If I had the opportunity to choose between a Pollock piece (a bunch of random lines) or a banana sticked in a wall with American tape, I would prefer the Pollock.
