From my understanding, these conventions have to meet a consensus of all signatories. Given that the US cannot actually enforce Russia's or the Aussie's definitions and Japan's reluctance on everything but the most draconian copyright measures (they're bringing their share of garbo to the floor), I'm still only miffed rather than in panic mode for the reasons I've stated earlier in the thread. Still, if you're concerned and live in either Russia or Austrailia, you know what you can do.
This whole thing is insanely unpopular outside of these sections. I'd be surprised if the new proposal gets ratified even in a lukewarn form. Brazil and the UK are already moving to strike the mandatory language from the bill, and the US opposed expanding the scope of existing definitions. Or so I have read.
