The sequence of events seems to be that the moment someone ratted out Riro's shenanigans with trying to meet fans offline IRL and have a sorta "harem" thing going snowballed the rest of what happened since it probably got reported which lead to immediate investigation which...the drug-consumption bit and the plans to meet members offline were pretty obvious.
The bit about her having a relationship with a staff member must've gotten leaked in the days following the investigation. Considering that Riro was really sloppy about her harem-bullshit, it's not surprising she'd let it slip she was closer than she should be to someone in staff.
As for the rest of your theories I personally have to just dismiss them. Yoko/Rin/Pochi/Poko have all been /really/ innocent and I've not heard anything out of the others.

I'm a strong believer in the Power of Suggestion and time and time again it's kinda shown to be the norm for people looking for Rrats about entertainers. It's not ALWAYS the case, but there's as many rrats that go nowhere and aren't viable as there are ones which turn out true.

I dont why it should matter if someone drinks or does drugs on their own time, Ironmouse was known for popping pills on stream and her entire chat goes OMG ironmouse is so cute when she is "zooted" and watched a few streams out of curiosity of Riro and I have not seen any signs of drug influence like ironmouse(I think she stopped doing it later)
