It's a rate limit for regular users to limit the amount of low quality threads created. There is already a lot of really low effort threads, and I'd rather not have more of them shit up the forum, or more accurately space them out so mods can address them.

They are highly profitable since they don't even host the anime, it's always hosted on some other service, meaning all they do is provide a HTML page and ads. I bet most of them don't even spend more than like 10-20 bucks a month to host their shit
