They are not, they are on JAST Store, I usually recommend them because they do Regional Pricing. They have the 18+ Release and also the Patch off-site(usually) if you buy these versions on Steam. Sometimes Steam does not have them, but they are trying to put it on there as an All-Ages version aka strip it of most of it's content, and then have an off-site patch to be able to play the full games.
