You're harming your position by using terms like "minor" when you don't even know what that means. You're someone who parrots, and you're feigning moral outrage.
Also, you're forgetting that these terms are Japanese, first and foremost. I'm not saying this song isn't sexual, but the way you use English definitions is misleading. "Mesugaki" character archetypes are usually flirtatious, but the character need not act sexual. A lot of times the way the character acts is because they are "copying" things that they've seen, that they have superficial knowledge. The terms for that is 「耳年増」。Sad Panda wiki is good, but you should use that for knowledge on how English speakers understand these terms, not as a Japanese dictionary. Same with non-slang dictionaries like Jisho.
Mesugaki do not necessarily have sexual desire for their targets, hence the trope of "teaching them a lesson" or "correction" (わからせ)。Mesugaki that are truly sexually driven are called 「ロリビッチ」、but we basically use "mesugaki" to describe both in English. メスガキ are something that actually exist in real like, unlike ロリビッチ。That term was used as an insult, like kusogaki, but came to be used to describe a character archetype.

The posted warrant actually provides no real info on what the charge is. The infraction listed is just a reference to the general definition of CP under Canadian law. A definition whose only concrete qualifier is the age of 18. So its possible that he was busted for having a stash of genuine hardcore CP or that they simply got him for his in defense of loli video which contains some imagery of under 18 year olds. Considering its Canada both are equally possible.
This is the same country that had no qualms about sending foreign mercenaries against its own people and confiscating their bank accounts. So really using them as some kind of moral or even legal measuring stick is like arguing that there was nothing wrong with gulags because the USSR had them legalized under its own law.
